[hpsdr] Initial Gnuradio module for Hermes/Metis

The module *should* work for Metis - only caveat is that I can't test Metis because I only have Hermes.
 
The source code is on the SVN.   http://svn.tapr.org/repos_sdr_hpsdr/trunk/N5EG
 
The way gnuradio is structued, you build from the source, there's no pre-compiled binary available
(it might not even be possible, but I'm no expert).
