[hpsdr] TAPR Hermes - Noise on Audio Out

Hi Ron.

I may have observed the same some time ago but now I do not have this  
noise anymore. It went away when I used the noise blanker.

It may be dependent of what version of PowerSDR you use. With the latest  
versions there is no noise.
