[hpsdr] Programming fixed IP address in Hermes

Thanks Jeremy,

I just got back home and re-read the manual and it is correct.
I assumed that J12 needed to be in for both programming and for boot loader
modes. Now it all makes sense.

Sorry for the bandwidth, I just hope this helps to clarify things for some
of the other noobs out there.
