[hpsdr] how do you get 186 kHz display from 192 kHz sampling

The reason only ~186K of the 192K is displayed has to do with filter
roll-off at the edges of the bandpass.  As amplitudes are not accurate at
the edges, those bins are not being displayed.

Complex samples at a 192K rate do accurately reflect a full 192K of
bandwidth.
