[hpsdr] Control register for setting Hermes attenuator?

Hi Tom,

See USB_protocol_V1.43.doc, when C0[7:1] = 0 then C3[2] selects 0 or 20dB
of attenuation. Its called Preamp on/off in the documentation which I
agree is confusing.
