[hpsdr] TLV320 Settings for Penny

That's a problem, Doug.  One of the TLV controls is a switch for the 
input mic gain.  The switch positions are 0 or 20 dB.  Some mics need 
the full gain, while others (like mine) don't, and the TLV will clip if 
the gain setting is 20 dB.  What is the default setting?

In the old regime, we could set this using one of the batch files - I 
think it was initozy, but can't quite remember.  These controls 
definitely need to be accessible.
