[hpsdr] Hermes builders

For all those building Hermes from a bare PCB.

Please check you are using the latest schematic and BOM since there have
been a number of component changes for the production boards.

In particular F3 is now rated at 2A rather than 1A.  This is particularly
important when using V1.8 of the Hermes FPGA code since this implements
two receivers and hence increases the current drain from the +5v supply.
