[hpsdr] Update on Hermes J16 Breakout Board

The response to my suggestion of a group buy for the Hermes breakout 
board (http://www.febo.com/pages/hpsdr/hermes_breakout) was way beyond 
what I expected -- requests for over 60 boards so far!

To handle that volume, I'm working to see if TAPR can offer this as a 
kit that would include board and parts.  I'm hoping that we'll have that 
finalized in the next few days.

I'm planning to order prototype boards this weekend (a few more layout 
tweaks to do based on more feedback).
