[hpsdr] Help with DSP please

I'm still confused about this first oscillator block in SharpDSP. I
thought I had it after reading some of the CuteSDR document. That
document says that in order to keep the spectrum/waterfall stationary
while tuning within the passband of the receiver a complex down
conversion is done to move the wanted signal to baseband while keeping
the NCO frequency the same. That makes sense to me. However, when I run
the KISS console clearly that does not happen as the spectrum moves with
the frequency. When I trace through the code it looks like KISS sets the
LO frequency to 0.0 and never changes it so the down conversion would
have no effect.

Am I reading this right?
