[hpsdr] Skimmer server library for Hermes

Do you see "Unknown HPSDR" in the receiver drop down list?  If so it means
there was a problem with auto discovery.
If there is no entry for HPSDR at all check if HermesIntf DLL is in the
right directory.

When everything works correctly the Receiver drop down list should say
Board Id (Hermes/Metis/Angelia), firmware version, and the last two bytes
of the MAC address.

(It runs OK here on 64 bit win7)
