[hpsdr] PowerSDR v3.2.1 released

All,

The latest release of OpenHPSDR/PowerSDR v3.2.1 can be downloaded from the
OpenHPSDR.org Downloads page and from the Apache-Labs.com website. This does
not contain the new DSP or pre-distortion features. It is primarily a bug
fix and feature tweaking version.

I will post a message with more details to the list of changes and bug fixes
within the week.

You must remove the current database file before running this version. This
can be accomplished by using the current PowerSDR and resetting the database
or by deleting the database.xml file.
