[hpsdr] Janus as sound card

Flex Radio does not provide the PowerSDR code that supports the 
OpenHPSDR projects.  The OpenHPSDR version of PowerSDR is a 
derivative of the GPL licensed Flex Radio code that is maintained by 
the volunteer OpenHPSDR team.    At the moment Doug (W5WC) and Joe 
(K5SO) are the folks doing that work.
