[hpsdr] Updating an old HPSDR board set

Thanks for the information Stephen.

In looking at the HPSDR Downloads page on openhpsdr.org, near the top of 
the page I see a reference to "Winpcap" library. Further down the page, 
there is a reference to HPSDRProgrammer_V2, and a little further there 
is HPSDRBootloader.

Where does "Wincap" fit into the picture? Are these multiple mutually 
exclusive paths to programming the cards? Are they dependent upon 
whether Metis is involved or not?

You mention Quartus and USBBlaster, and earlier versions of those were 
what I had used back in 2009/2010. If that's still the proper path - 
great; at least I'm familiar with it ;-)

Not quite sure where to begin, and what works with what...
