[hpsdr] cuSDR Beta v0.3.2.9

again, some bug fixes for cuSDR: new versions of cuSDR32 and cuSDR64
(v0.3.2.9) have just been uploaded to the svn (revision 2825).

Changes:
- NCO frequency needs to be adjusted when changing sample rate
- NCO frequency changing of the current receiver when tuning another
receiver
- Thread stopping still caused a crash sometimes.

Some users have reported problems on WinXP 32 Bit: the radio ctrl popups do
not show up correctly. I tried to track down this problem but couldn't find
it yet. It might be resolved by updating your graphics driver. It has
definitively something to do with the OpenGL implementation of your
graphics driver.

The sources need some Linux tweakings, and will be updated later.
