[hpsdr] Further Information: Help Needed: PowerSDR TX FrequencyInaccuracy

The calculations in the FPGAs of Hermes, Mercury, and Penny that 
determine frequency up- and down-conversion have finite resolution, 
which might result in small frequency offsets from the ideal.
