[hpsdr] PowerSDR and VAC

Hi Erik

Usually this means you haven't set the sample rate of the VAC devices to
48K in the Sound control panel. For all VAC devices in the Playback and
Recording tabs in the Sound panel:
- double-click them
- click on the Advanced Tab
- select the '2 channel 16 bit 48000 Hz (DVD Quality)' setting.

I would then reboot and try it again.
