[hpsdr] ANAN-100D RX2 and attenuator

Doug and I have code nearly ready for release for independent control of the the attenuator for ADC2 on Angelia.  It will no longer be affected by the S-ATT setting for ADC1.  The firmware is finished and works; Doug is finishing up coding and testing the support for this new feature in a new version of mRX PowerSDR at this very moment.   

The issue of concern with the attenuator for Rx2 (and any other receiver using ADC2 in fact)  will go away completely as soon as this new code is released.  There is a new USB comm protocol document v1.49 posted that covers the details as to how this is implemented.
