[hpsdr] Metis User Manual

I have tried the openhpsdr.org/documents/  on firefox, chrome on Linux and
firefox, chrome, ie10 and the webpage works as expected on  each.

If you have an older IE it may not work.  I have two suggestions first try
the "Save link as"  or update your web browser

FYI the website was change to current configuration so that firmware and
documents are available on the website immediately on the svn.
The old system required hand work by me for every change to the software
firmware of documents.  I have a full time day job with the need travel
several times a year.  This would mean that a minumum on one day delay for
all posts and in some cases several days.

I really perfer the current system and most people prefer the current
system the only negative is some older browser have trouble with the links.
