[hpsdr] request PowerSDR feature

Hi Eric,

As far as I know, there is not a general calling frequency for CW on six 
meters.  Therefore it would be useful to be able to monitor a large 
segment of the CW band and then "robotically" tune to any signal (the 
strongest) from the panoramic data and receive it using a CW filter.  
The squelch just works on signals in the pass-band.
