Gerd, 

It isn’t at all clear to me that Quartus II v11.1 is compatible with files created by later versions of Quartus II; that may be the source of your problem.

Penelope_v1.8 was compiled using v12.1 and we have recently moved to Altera’s current version of Quartus II, v13.0.
