[hpsdr] ExtIO for hermes

Thanks for the link Andrea.

I just tried it with HDSDR (2.61) and the plugin worked, although I'm
getting a high noise floor (-90 dbm) and some clicks and pops on the PC
speaker  and no audio from the Hermes headphone jack.   Do you get a
similar result with Studio 1?
