[hpsdr] Missing wpcap.dll

Hello,

I'm trying to update the firmware on a new Metis card (for the first
time). The OS is Windows 7 running on an Intel i7 920 CPU. When I start
HPSDRProgrammer V2, a pop-up message window states:
"The program can't start because wpcap.dll is missing from your computer.
Try reinstalling the program to fix this problem."

Will HPSDRProgrammer V2 not run on Windows 7?  A Win-XP box is also
available, but I haven't tried running it there yet.
