[hpsdr] setting metis IP address in PowerSDR

Andy.
There is no way of setting an IP address for an HPSDR radio in PowerSDR
currently. PowerSDR only works via auto-discover. Even if the feature
existed (it does exist in KISS console for example), you can't connect
to an HPSDR radio on a different subnet since the firmware currently
does not support any form of routing. It assumes that all clients are
locally connected.
