[hpsdr] P*SDR_HPSDR_mRX_v3.0.12 released

The P*SDR_HPSDR_mRX_v3.0.12 release is now live on the download page at
<http://openhpsdr.org/download.php> and  will be available soon from <
https://apache-labs.com/>.

The following changes are included.

- Various changes to correct HPF/LPF switching selections when used with the
newest release of firmware
- Changed the minimum values for the Gain By Band spinners on the ANAN-100/D
radios.
- Added a wattmeter tweak form for calibrating the console power meter. This
form is located on the Setup->PA Settings->Watt Meter page.
- Changed the 'ATT on TX' feature to use the step attenuator set to 31dB for
Hermes and the ANAN series radios.
