[hpsdr] HPSDRProgrammer_V2 2.0.3.5 2013-5-29

I have encountered 2 issues with the  HPSDRProgrammer_V2 2.0.3.5 
2013-5-29 installer:

Windows 7 64 bit : This Installation package could not be opened. Verify 
that the packages exists and that you can access it, or contact the 
application vendor to verify that this is a valid Windows Installer package.

Norton won't allow me to save it to disk either.  Says it is not safe 
and has been removed.
