[hpsdr] HPSDRProgrammer and HPSDRBootloader Updates

I have posted to the openHPSDR.org download page and the SVN an updated
Installer for Windows and a compressed file for debian 64bit binaries

The current version number is 2.0.4.2 on both programs.

Changes include:

HPSDRBootloader

Additions to allow programming EU Mercury boards.  When a Mercury board is
detected you are asked if it is a TAPR board, Yes will use the TAPR JTAG
loader file, if No the EU JTAG file will be used.

Additions suggested by Andrea IW0HDV to disable the programming to the
Metis or Hermes boards of disallowed IP4 addresses. A pop up warning will
inform you of an invalid address.


HPSDRProgrammer_V2_nopcap

Same additions as above, suggested by Andrea IW0HDV to disable the
programming to the Metis or Hermes boards of disallowed IP4 addresses. A
pop up warning will inform you of an invalid address.
