[hpsdr] Hermes code updated

All,
Unfortunately there was a bug in Hermes V2.5 FPGA code. 
This does not cause any issues with PowerSDR, PureSignal operation or KISS Konsole.  It only affects those who use cuSDR.
The frequency that Rx5 is tuned to was not being correctly set.

If you wish to update to Hermes V2.5a you will find it on the openHPSDR.org Downloads page.
