[hpsdr] PowerSDR/openHPSDR v3.2.9 Released

PowerSDR_mRX_3.2.9 is now available for download on the http://openhpsdr.org
website. Features added to this release are CTUN, Zoom, Pan, added by
Martin, G3OQD and ATT on TX settings are remembered per band. The Drive/PWR
slider is now available in the Collapse mode. Also added is the Radio
Astronomy (RA) feature by Joe, K5SO.

Additional signal generator modes have been added for the transmitter input.
A new feature, "Relax Tolerance", has been added in PureSignal for
amplifiers that may otherwise be difficult to linearize --- see the embedded
"Information" document.  RX2 recovery time after TX has been significantly
reduced.  FM squelch now returns muted after a TX=>RX transition and the FM
output power has been increased.

The ATT should be working again for the Mercury users and the name ORION was
changed to ANAN-200D on the equipment setup page.

PowerSDR mRX 3.2.1 was moved into the archives folder on the svn sever and
removed from the openhpsdr.org download page.
