[hpsdr] PowerSDR/openHPSDR v3.2.9 Released

Hi All

On any new PwrSDR install, at least at the start its more then 
important, to do the
beginning and the following up setups, under 'Administrator Rights'.
This is a must in order to store changed settings...
I tried without, and mostly lost tha latest setting !!!
