[hpsdr] rtl_hpsdr an RTL to HPSDR software translation server

Right now I am using Kubuntu 13.10 on 2 Intel 64-bit boxes and openSUSE 
on 3 64-bit boxes.

The only reason I went with Kubuntu on the 2 later boxes was to become 
familiar with the Ubuntu stuff that most guys are using but I prefer my 
openSUSE boxes though I am happy with both.

I also run many other VM's, LinuxMint, Fedora, CentOS, etc. on openSUSE 
using VirtualBox and kvm.
