Bill:

The transformers in the Pennywhistle are at their lower performance limit
at 1.8 MHz.

If you want to go lower, you will need to redesign/rewind the transformers,
both input
and output.  You may also have to increase the values of some of the bypass
capacitors
to maintain their effectiveness, depending how low you want to go in
frequency.
