[hpsdr] EER Support in PowerSDR and Hermes

Hi Pete,

we have EER already running in a 50W test application for Atlas based
systems since more than one year. EER signal processing was completely
implemented in the Penelope FPGA. IMD of 20-25 dB was too bad, but a
wonderful job for Warren's PS. Though we are also impatiently waiting for PS
capability of the Atlas based system.

It's great news to hear that Thor is coming back to life!  I'm hoping 
that these exciting developments will apply to Atlas based systems as 
well as Hermes based systems.  What's the prognosis for getting 
EER/ET/PureSignal operational on Atlas?
