[hpsdr] New Metis version available

All,

A new version of Metis FPGA code – V2.8 – is available for download from:

http://openhpsdr.org/download.php

This overcomes an issue with the recent V2.7 where some users found the board would stop communicating after a while. 

Thanks to Joe, K5SO, for tracking this problem down.
