[hpsdr] New Atlas boards

[AA8K73 GMail]

I stopped putting the top cover and back plates on because I 
seem to be frequently pulling the boards out for firmware 
upgrades.  I have 3 Mercuries, 2 Penelopes, and 2 Metis.
