[hpsdr] Angelia PCBs

This FPGA is becoming quite old but the price does not seem to drop.
EP4CE115F29C8N <https://octopart.com/ep4ce115f29c8n-altera-15715358> on
aliexpress sells as low as 200 now.  Still seems like an expensive
experiment with reflowing a BGA chip at home.
