[hpsdr] VS2013 will not allow building on WinXP

Hear! Hear! Windows-10 has been released for Testing and Preview. It
*will be installed* on new PC's and Tablets by Christmas time. I think
it is time to move on to the newest VS20xx compiler and debugging tools.
