RR.  I see what your problem is.  

After examining the data file you are trying to read I see that the data file was obviously not written by the RA utility but rather by something else using a format that is incompatible with the RA utility.  Excel can accept a wide variety of data formats but the RA utility looks for a specific format for the data.  

The data format that the RA utility program expects to see is a two-column data set with a comma as the delimiter between the two elements in each line making up the columns.  

Like this: 

1.000, 55.33333
1.012, 85.74335
1.024, 92.47652

etc.
