Gary,

The least expensive (new) instrument I've seen that will do useful work is
the Signal Hound USB-SA44B.
It has a decent dynamic range and the minimum RBW is 0.1 Hz . It retails
for $919 USD.

There are tradeoffs with these kinds of instruments over traditional ones,
sweep time
when using large bandwidths is one. On the plus side, though that
instrument does have I/Q
output at up to 240 kHZ bandwidth and the software includes AM/FM/SSB/CW
demodulators.
