[hpsdr] Atlas based HPSDR PureSignal

Belove you could find Phil's remark on this topic. According to him it loos possible to implement ps on atlas based system. The critical thing is the fpga size on pmelope and not the fpga size on mercury and not the transfer capability of the atlas bus.
