[hpsdr] VS 2013 builds Library Searches

It appears that every version of Visual Studio has a different way of handling Libraries for searching.  I am trying to get a clean build in VS 2013 with r3527. I get a missing pa19.lib error, but I can't seem to see where to change the build process in VS 2013 to search an additional library. 

I’ve done the Google, but end up in un-helpful links for other versions of VS.

I see why most full-time developers of crazy.
