I've been working with Rick for about the last year on a 
replacement/successor to WinMOR that will have a fully open source 
implementation available (I'm the one writing it :) ). Right now, we 
don't have anything beyond QPSK implemented, but we have planned farther 
ahead and it will be much more extensible than WinMOR was. One of my 
first projects after completion of the reference implementation will be 
various bandwidths of high density multi tone encoding, similar in 
concept to the 39 tone OFDM MIL-STD modems in document mentioned.
