[hpsdr] Windows 10

  In the interest of people using VB-Audio please note that VB-Audio does 
not currently work under Windows 10.  PowerSDR works fine here.  I 
decided to perform a (daring) upgrade from Windows 8.1.  I'm hoping for 
a new version of VB-Audio....
