[hpsdr] USB-PTT whit arduino board.

HI All....

I have made a small arduino board there can do the PTT job for you if you
have the latest PowerSDR mRX v3.3.7.

my need for at PTT-button was when I started to make a remote setup and was
using TeamViewer, it is very dificult to make a foot-ptt when you are 10km
away from the radio ;-)
