[hpsdr] penelope no modulation

Hi All,

I am having trouble with my Penelope Transmitter firmware version 1.8.
Running PowerSDR OpenHPSDR mRX PS v3.3.6 (11/16/15)

I have removed jumpers J10 and J11 ( these are the I2C jumpers which if left
in I read upset the CODEC)

I am using a Atlas mother board with 
Excalibur reference, 
Mercury Receiver version 3.4 firmware 
Métis  Ethernet interface  version 3.0 firmware. 

These are all working well.

When I operate the MOX button I have no modulation, I have confirmed the
audio is at the Aud. jumper.

Any ideas.
