[hpsdr] Penelope no modulation

Hi Paul,
I am using a receiver and Spectrum Analyser to monitor the output from Penelope.
I cannot confirm at this stage that the audio is getting hrough to pin 18 of the TLV320A/C23B
Chip. It has close pin spacing.

That's good news then. Do you see anything on the TX meter when you select the various options starting at mic level then working through?
