[hpsdr] TX meter decimal power output

Hello,

I am using OpenHPSDR v3.3.6 with Hermes and Penny Whistle.  Also, I'm 
using Alex.

I have the decimal readout selected, but I notice that it only reads 
in integral Watts, e.g; 0.0, 1.0, 2.0

Is this normal?
