[hpsdr] Windows 10

I finally took the plunge and updated to Windows 10 from 7. Upgrade was 
painless and the only thing I have noticed that is broken is the icon 
overlays for TortoiseSVN but that's fixable when I have a moment to hack 
the registry. Otherwise 10 looks quite solid and works nicely as a 
desktop OS, unlike 8.
