[hpsdr] Low cost processors

I have the ODROID-C2 64-bit 2.0 GHz quad-core with 2GB memory and 
Gigabit Ethernet running
ubuntu64-16.04lts-mate-odroid-c2-20160226 + updates/upgrades.

I am quite impressed with its performance.

I had  microSD cards of a type recommended that suffered corruptions so 
I switched to using an eMMC which is free of problems.

It's very fast and has been updated many times, plus many package 
installs and a number of large compiles.
