[hpsdr] TeamSpeak audio 2016/Nov/12 - file

Unbeknownst to me, my Windows 10 box needed a restart to apply updates.
This fact apparently blocked Groove Music (and other apps) from playing MP3
files, without an error that indicated the obvious ('you must restart first'
would have been nice, but that's not what I got ('can't play, with cryptic
0x8.... error code).  And I wasn't having much time to apply to the issue,
due to dog scent tracking tests I'm involved with this weekend.

Mostly, I was pinging the group to make sure that the file wasn't corrupted,
as it sometimes is.

Later today, I'll post good news on the LibUSB0 driver signing project.

The file shows as:
MPEG-1 Layer 3 (MP3)
Stereo
48000 Hz
64 kbps
