[hpsdr] "out of band" in band text

I recently upgraded my PowerSDR_mRX_PS from 3.3.6 to 3.3.9 and upset
with "out of band" in band text at 21.150MHz to 21.450MHz but I could
transmit on this range.  So, no actual impact for operation and
hopefully this will be corrected in future release.

Also, 3.535 - 3.575MHz, 3.599 - 3.612MHz and 7.035 - 7.100MHz are
shown as out of band.

I am using PowerSDR_mRX_PS with Setup->General->Hardware Config->
region = Japan
